St. Louis City VINELink Is MOVANS

Missouri replaced the former third-party VINELink delivery platform on May 5, 2026. The current public service is the Missouri Automated Victim Notification System, or MOVANS, managed by Missouri State Highway Patrol CJIS. People may still search with the familiar VINELink phrase, but current local custody and court-event registrations use MOVANS. Voice calls and the old VINELink app are no longer notification channels. Current delivery uses SMS text or email.

MOVANS is a status and notification tool. It is not the official release record. Participating local agencies send data from jail booking systems, and the state’s own data-flow material warns that some jails may not be online. St. Louis City coverage must be checked in the live portal instead of assumed. A release notice can document what MOVANS reported at that time, but the St. Louis City Division of Corrections, the court, or Missouri DOC remains the source for the underlying event.

Search a St. Louis City Inmate

Search for one known person. Choose the custody registration area rather than assuming that a court or protection-order registration covers custody. Use an offender ID, booking identifier, or case number when the selected search type allows it. A unique number is stronger than a name. With a name search, compare age, location, and every other displayed identifier before opening or registering on a result.

The City’s own current locator uses exact first and last names and can miss someone who is still on a police floor, at a substation, or entered under different booked spelling. MOVANS has its own interface and source data. Neither system makes a non-match proof of release. If the person was confined at CJC, a completed release is best confirmed through City Corrections Data Entry, a Letter of Incarceration, or a release transaction paired with the court docket.

1. Open MOVANS and choose Missouri if the interface asks for a state.
2. Select the person or custody search, not a separate court-event registration.
3. Enter the name, offender ID, booking ID, or case number accepted by that search.
4. Compare age, custody location, identifier, and other visible details before selecting a match.
5. Open the record and note its status, location, event date, and last-update time.
6. If release appears, preserve the notice and verify it with the source agency.

For a City jail record, confirm through the St. Louis City Justice Center or Corrections Data Entry. If the court case shows delivery to state prison, move to the Missouri DOC offender record. St. Louis City VINELink Result Fields

Read only what the current result actually displays. The live interface may show a custody status, source location, identifier, event or date, and an update time. Official Missouri sources do not promise a release reason, exact physical departure time, booking photo, or permanent post-release visibility. A record may later stop appearing. Save the delivered notice or confirmation if its event matters, then seek the agency record.

A court order can authorize release before CJC completes identity checks, hold review, property steps, and other processing. The reverse can also happen when an online event posts late. MOVANS should be compared with the City release record when exact timing matters. For Missouri prisoners, compare the notice with the DOC record and the responsible caseworker or field officer.

Register St. Louis City Release Alerts

Registration begins from the correct individual or agency result. Choose the custody event offered by MOVANS, then add a text number, email address, or both. Current Missouri guidance uses a four-digit PIN for text registration. Record it when prompted because it may be needed to manage or verify the registration. Complete the service’s confirmation step and keep the registration details.

Event choices can vary by source. Select the release or custody-status event that fits the need, but do not assume a court-event notice creates a custody alert. Court and protection-order registration are separate. A registered release alert should prompt a source check, especially when a handoff to another agency is possible.

1. Open the correct person or agency record in current MOVANS.
2. Select custody registration and choose the offered release or status event.
3. Enter one or more SMS numbers, email addresses, or both.
4. Write down the four-digit PIN shown for a text registration.
5. Complete the verification or confirmation requested by the service.
6. Save the confirmation and the contact details needed to update the registration.

A notice may supply a prosecutor or custodial-authority contact. Use that office for the freshest event confirmation. When the person has entered Missouri DOC custody, contact DOC Office of Victim Services rather than relying on the local registration path.

St. Louis City Notification Source Split

Missouri divides notification administration by the source of custody. Local jail and court registrations use MOVANS. Questions about that service go to movans@dps.mo.gov or (573) 526-1929, Monday through Friday from 8:00 a.m. to 5:00 p.m. Missouri DOC custody registrations and changes go through the DOC Office of Victim Services at victims@doc.mo.gov or (573) 526-6516 during the same weekday hours.

This split becomes critical when a St. Louis City detainee transfers to a state institution. CJC is a local jail run by the City Division of Corrections. No state prison sits within the independent city. Once a court commits the person to Missouri DOC and the transfer occurs, the statewide offender system and DOC notification office become the right channels. The person has left City custody, but has not been released to the community.

St. Louis City VINELink Search Limits

Agency transmission controls how soon a MOVANS event appears. Some local jails may not participate, and even participating data can lag. A release order can precede physical departure. A person may also leave CJC through transfer to Missouri DOC, another jail, or another authority. Always ask which agency received the person before describing the event as release to the community.

Federal custody is outside MOVANS coverage. For a federal sentence, use the Federal Bureau of Prisons Inmate Locator. It covers federal prisoners from 1982 forward and can show a release date for a former federal prisoner. “Released” or “not in BOP custody” is limited to BOP custody and does not rule out state, local, immigration, or other authority. Federal pretrial custody may involve the U.S. Marshals Service and a contract facility, so the federal court docket and actual custodian also matter.

ICE’s locator serves current immigration detention, not a historic release archive. A City release record that shows transfer to immigration authorities should be followed with the official ICE locator, but a no-result does not prove community release. MOVANS is also not a general registry. The Missouri Sex Offender Registry applies only to people with a legal duty to register and says nothing about most released people.

Confirm St. Louis City Release Results

For a former CJC detainee, call St. Louis City Corrections at (314) 621-5848 and ask for the Data Entry route for a released-person Letter of Incarceration. Supply the full booked name, an approximate date range, year of birth if requested, and the master or booking number if known. Then compare the City record with the matching St. Louis City case in Case.net. A court order and a MOVANS event help, but the completed City transaction is the strongest local time record. Ask for the destination too, since departure may have been a transfer rather than a return to the community.

For an active Missouri prisoner or person under state supervision, search the Missouri DOC offender system. It includes active probationers and parolees but excludes discharged offenders. Match the DOC number, cause number, sentence county, status, location, and as-of time. For a specific current question, contact the institution caseworker or field officer. If no online channel settles the issue, request the release transaction under Missouri Chapter 610 and ask for the open portions plus the legal basis for any withheld field.
